B-BBEE compliance and scorecard improvement, implemented end-to-end.
LearningWorks is a South African B-BBEE implementation partner. We design and deliver the programmes — Skills, Enterprise and Socio-Economic Development — that move your BBBEE scorecard, lower your Cost per Point and build a verification-ready evidence pack.
BEE services that go beyond advice and certificates.
Most BEE consultants stop at the scorecard model. We pick up where they leave off — implementing the learnerships, supplier development, SED projects and capability programmes that actually earn the points.
BBBEE Strategy & Scorecard Design
Map your current B-BBEE level, model target scenarios, and prioritise the highest-ROI interventions per element.
Skills Development Implementation
Accredited learnerships, internships, workplace learning and youth development that drive scorecard points and pipeline.
Enterprise & Supplier Development
Identify, fund and grow black-owned suppliers into compliant, contracting partners in your value chain.
Socio-Economic Development (SED)
Community programmes designed for measurable, reportable impact — never tick-box CSI.
Verification-Ready Evidence
We hand over a SANAS audit-ready evidence pack — POEs, attendance records, beneficiary data, financial proof.
Cost per Point Optimisation
Engineer every rand of B-BBEE spend to deliver points across multiple scorecard elements simultaneously.
Generic enterprises, QSEs and corporate B-BBEE programmes.

Targeted Skills, ED and SED interventions that lift your QSE scorecard and unlock larger contracts.
JSE-listed & Multinationals
Integrated transformation programmes aligned to sector codes, ESG reporting and global sustainability commitments.
Common questions about B-BBEE.
What is B-BBEE?
B-BBEE (Broad-Based Black Economic Empowerment) is a South African policy framework that measures how a business contributes to transformation across five elements: Ownership, Management Control, Skills Development, Enterprise & Supplier Development and Socio-Economic Development.
What is a BBBEE scorecard?
The scorecard measures your transformation performance out of 100+ points. The total determines your B-BBEE level (1–8), which directly affects procurement preference, tender eligibility and customer access.
How do I get a BEE certificate?
Generic companies (turnover above R50m) need a verification certificate from a SANAS-accredited agency. QSEs and EMEs typically use a sworn BBBEE affidavit. We prepare the programmes and evidence required for verification.
What is a BBBEE affidavit?
A sworn statement used by EMEs (under R10m turnover) and qualifying QSEs to confirm B-BBEE status without a full audit.
How do I improve my BBBEE scorecard?
Design interventions that score across multiple elements at once. A single learnership programme, done well, contributes to Skills Development, Management Control, ED and SED simultaneously.
What is Cost per Point?
The rand cost of earning one B-BBEE scorecard point. Integrated programmes typically deliver a 30–60% lower Cost per Point than fragmented, single-element spending.
Are you a SANAS verification agency?
No. We are an implementation partner. We design and deliver the programmes that earn the points and prepare the verification evidence — the SANAS agency then issues your certificate.
Do you operate nationally?
Yes. LearningWorks delivers B-BBEE programmes across South Africa, with beneficiaries and projects in every province.
